South Burnett CTC’s Theory of Change explains how the organisation aims to help people do well and contribute to stronger communities. It begins with the challenge that, while many people in the South Burnett are doing well, some experience difficulties that can affect their sense of value and ability to participate in everyday life.

CTC’s opportunity comes from its strong local presence, deep understanding of the South Burnett, and broad range of services. By working with people, services and communities, CTC seeks to improve individual circumstances and capacity while also influencing the wider service system and community response.

The Theory of Change is built around five commitments: believing in people’s strengths and abilities, making it easy to get help, tailoring support for each person, working together to empower, and finding solutions to community needs. These commitments are supported by practical actions such as listening to people’s stories, providing accessible and culturally safe services, building strong relationships, partnering with specialist services, and investing in innovation, research and community capacity.

Through this approach, CTC aims for people to feel safe, stay connected with family and community, be equipped for the future they want, and benefit from stronger, better-connected support systems and communities with more opportunities to participate. Ultimately, the goal is people doing well and contributing to communities growing stronger.
